Details of safety observation:
FLM was auditing team on SCO method statement on site when a problem was identified when team tried to purge the 500mm 75mm coil from the purge stack on the 500m coil trailer. The vent stack that is integral to the frame contained water and so when purging a “Gargling” sound could be heard and no gas was exiting from the read positon on the trailer. The blockage was confirmed as the trailer as when isolated in sections neither the hose nor coil made any reference to water blockage. However when reconnected  the trailer was still exhibiting symptoms and as the trailer purge stack is open to the elements and not covered this is deemed the likely source.
Immediate action taken:
Team advised to use own vent stack created for purging and have available as a standby in future until issue resolved. Rod Evans to check Coil Traler and see if we can "blow out" or clear blockage . David Smith or Other ? Review near miss and discuss with manufacturer possibility of creating a weather cover for vent pipe or lower drain point for future issues?
